UNEMPLOYMENT TAX CONTROL ASSOCIATES PROMOTES ATTORNEY TIMOTHY PHELAN TO CHIEF LEGAL COUNSEL

SPRINGFIELD, MA – June 29, 2011 –Unemployment Tax Control Associates (UTCA) is proud to announce that Timothy Phelan has been promoted to Vice President of Client Services and Chief Legal Counsel. Phelan, a resident of Lynn, MA, manages the Boston-based office of UTCA and also serves as Lynn City Council President.

With more than ten years at UTCA, Phelan’s new title reflects his increased role in managing internal UTCA legal issues. While Mr. Phelan will continue to handle select cases for UTCA’s client base, he will see a significant shift in his duties as he assumes a more strategic role with the company, in keeping with UTCA’s growth. As Chief Legal counsel, Mr. Phelan will take the lead in negotiating client contracts for multi-state accounts, addressing client matters, and handling vendor negotiations on behalf of the company.
